Hubert Payne
Director of Human Performance
Hubert is an accomplished professional with a unique background combining elite athletic, artistic, and leadership experiences. A former collegiate football player at Middle Tennessee State University and Maryville College, Hubert honed a strong foundation in teamwork, discipline, and performance early in life.
Following a 20-year career as a professional musician, Hubert spent a decade as the touring and recording drummer for the Grammy Award-winning band, Little Big Town, showcasing a creative approach to peak performance in high-pressure environments.
Hubert is a Certified Master Practitioner of Neuro-Linguistic Programming (NLP) and a Certified Experiential Specialist Level 2, applying these advanced techniques to unlock human potential. His professional experience includes roles as a coach, facilitator, and business development expert with Onsite Workshops, where he guided clients through personal and professional transformation.
Building on his passion for health and wellness, Hubert transitioned into operations and performance management with X3 Performance and Physical Therapy, serving as the Director of Operations for the Nashville location. There, he played a pivotal role in expanding the company’s reach, brokering a deal to launch X3’s third location in Orlando, Florida.
Currently, Hubert serves as the Director of Human Performance at Negentex Human Performance, where he leads innovative strategies to elevate physical, mental, and emotional performance for individuals and organizations. Drawing from his diverse career, Hubert brings a holistic approach to human potential, combining insights from sports, music, and cutting-edge performance science.

Gilbert Mbeo
Director of Neurology
Gilbert Mbeo, MD is a triple board-certified physician who specializes in Neurology, NeuroIntensive Care, and Interventional Pain Management, with over 13 years of experience providing evidence-based, high-quality care to patients with acute neurological needs including acute stroke, neuromuscular respiratory failure, status epilepticus, and brain and spinal cord trauma.
Dr. Mbeo is a Neurointensivist, meaning that not only does he have an in-depth understanding of neurology and neurological conditions, but his expertise is in the care of critically ill neurologic patients with acute brain, spine, and neuromuscular disorders. This specialty is also referred to as neurologic intensive care, critical care neurology, and neurocritical care.
As a Neurointensivist, Dr. Mbeo saw firsthand the life-changing consequences of brain injuries such as head trauma, strokes, and other brain injuries. He was troubled by the fact that, even though with modern medicine we are getting better at saving lives, many patients with brain injury were left with severe disabilities.
It is exactly this reason that he is perfectly suited for Negentex Human Performance bringing experience in dealing with concussions and other sports related brain injuries

Tom Cira
CFO
Tom is a CPA by trade and is the co-founder of Iron Horse Consulting Group and Iron Horse RR Investments. Previously, Tom spent 36 years in the banking and financial services industry and, for the last 22 years, served in various executive positions for three bank-owned start-up equipment and specialty finance subsidiaries. All three companies were recognized by the Monitor 100 as one of the Top 30 Bank Leasing Companies in the U.S. during his tenure.
Tom was instrumental in growing SunTrust Leasing to $7.5 billion. For the last 11 years, Tom was the co-founder and President for Bridge Capital (BankUnited) and BciCapital (City National Bank of Florida) both $1.5 billion companies. Also, for the last three years Tom was the Bank’s EVP responsible for both the Orlando and Tampa Market Executives.
Since leaving the banking industry in May 2021, Tom has spent most of his time on raising equity and supporting startup businesses for Iron Horse Consulting Group and Iron Horse RR Investments. Tom is an accounting graduate from the University of Central Florida.

Mike Powers
General Counsel
Mike Powers is an attorney who co-founded Iron Horse Consulting Group (“IHCG”) with Tom Cira in 2020. IHCG specializes in equity raises, supporting start up and early revenue companies as well as mergers & acquisitions for its clients. Prior to IHCG, Mike spent 25 years in the banking and financial services industries holding executive positions (Chief Operating Officer and General Counsel) in 4 de novo, bank-owned, equipment finance companies that included: Truist Bank, CapitalOne Bank, Bank United and, most recently, City National Bank of Florida. Each company was a start-up, and each grew to multi-billions in asset size.
In addition, Mike spent nearly 15 years as a certified player-agent representing Major League Baseball players. Over that span, he negotiated hundreds of millions of dollars in player contracts including arbitration cases and free agent contracts.
Mike brings a career of contract review and negotiations, entity and deal structuring, general counsel expertise and litigation background to Negentex. He received his Bachelor of Arts Degree in Political Science from Loyola College (Baltimore) and his Juris Doctor Degree from the University of Baltimore School Of Law.
Mike started his legal career in 1987 as an Associate litigation attorney at Frank, Bernstein, Conway & Goldman in Baltimore, MD.
Mike and his wife Melissa moved to Orlando from Baltimore in July 2016. He has four adult children and two grandchildren, residing in Baltimore, Denver and New York City.

Jawn Oilar
VP Operations
Jawn Oilar leads the physician practice conversion team at Negentex. Before joining the company, he spent over 30 years in the Army, specializing in direct healthcare and military healthcare operations. More recently, he worked for Maxim Healthcare where he was the director of their nationwide corporate health and wellness division. Starting his career as a surgical technician, combat medic and later a practical nurse, he developed specialized wellness and healthcare delivery practices that improved military readiness and improved patient outcomes. Before retiring from the Army, he was part of a small leadership team charged with the training and education of over 30,000 soldiers in over 360 training and education programs.
As Director of Corporate Health and Wellness for Maxim Healthcare, Jawn continued to make a difference improving efficiencies and outcomes. One program charged with decreasing patient readmission rates was credited with saving the University of Maryland Health System millions of dollars.
Jawn obtained his undergraduate degree from Excelsior College in Business and Administration and his graduate degree from Central Michigan University in Public Administration. Jawn also obtained his Lean Six Sigma Green Belt and a graduate certificate in project management from Syracuse University.
On his free time, Jawn is an avid hiker who recently completed the 567 mile Colorado trail.

Larry Dukes
Director of Marketing and Technology
Larry is the founder of several successful entrepreneurial startups, providing subject matter and technical solutions in healthcare, finance, banking, and telecom. He has expertise in scoring models and predictive analytics measuring customer behavior and other business outcomes. Larry has authored an industry-specific book on financial analytics and authored a US patent for a risk scoring system.
